Some take the view when moving that they'll sell the old and buy new after the move. This is a dreadful idea, since registration fees, the cost of buying new, and the urgency of the situation will come at a bad financial time as well as potentially lead to an impetuous buying decision.

New movers are known to spend about 4-6 times the amount of what residents spend - all because of the "convenience factor," and because they are in a season of change. There are four ports of entry into Pennsylvania: Erie, Harrisburg, Philadelphia and Pittsburgh. The Pennsylvania Department of Motor Vehicles (www.dmv.state.pa.us) has a handy fact sheet entitled: Fact Sheet - Imported and Exported Vehicles Procedure that details exactly what the required forms and procedures are to import cars into PA and conform to the Federal and State reg's on the matter. Here are a few highlights:

  • Any imports coming from US Territories such as Guam, America Soma, American Virgin Islands, do not need to follow the strict guidelines of the National Traffic and Motor Vehicle Safety Act.
  • If the vehicle is less than 25 model years old, it will be subject to FMVSS and EPA emissions requirements in order to be registered in Pennsylvania.

    In order to register and title the vehicle(s) in PA, the following will need to be provided:

  • Complete Form MV-1, "Application for Certificate of Title," with a notarized signature (including an authorized agent's signature).
  • Original proof of ownership doc's
  • U.S. Customs Entry Form (see site for acceptable documents)

    Pennsylvania Driver's License, Title, Registration and Emissions

    After shipping your car to PA, but before you get to enjoy some of the great historical sites that will no doubt attract some of your attention (or should, since so many great events occurred in the Keystone State!), you'll have to get your driver's license, title and vehicle registration. An emissions test will also be necessary in cases where the vehicle was imported from out of the U.S. Territories.

    All new PA residents without a PA non-commercial driver's license have 60 days to obtain the license once residency is established. This is handled at a Drivers License Center, and upon which time your out-of-state license will be surrendered. There is the typical vision screening, proof of identification/residency and you will need your SSN card. If your out-of-state license is still valid at the time of registry, or if it expired less than 6 months ago, then you can skip the knowledge test.
